S.B. 1113, An Act Concerning the Recommendations of the Connecticut Sentencing Commission with Respect to the Sexual Offender Registry, Petitions to Terminate Parental Rights of Incarcerated Parents and Sentence Review

The Sentencing Commission’s recommendations included in Senate Bill 1113 will make the sexual offender registry more effective and fair. However, as introduced, this bill has a serious constitutional vulnerability.

The ACLU-CT supports this bill to increase access to data about the work of the Board of Pardons and Paroles and to include justice-impacted people and victims on the Board of Pardons and Paroles.

S.B. 1112, An Act Concerning Commitment of a Person Found Not Guilty by Reason of Mental Disease or Defect

It is unfair and unjust to extend a maximum commitment by any length of time. A court cannot simply extend the length of a person’s incarceration when the person has served the maximum amount of time for the crime for which they were convicted. The ACLU-CT therefore supports this bill.

The ACLU-CT supports this bill to establish a working group to study Connecticut’s criminal laws. However, we believe the legislature should create clear mandates for what the working group should study, who should serve on the working group, and the product the working group should produce.

S.B. 1110, An Act Concerning Inmate Claims That are Filed With the Office of the Claims Commissioner

The ACLU-CT protects the rights of all people, including people who are incarcerated. We therefore support this bill, which would allow people who are incarcerated or people suing on their behalf to obtain files that relate to their claim for death or permanent injuries suffered while incarcerated.
