Without network neutrality, internet service companies can determine which content we can see, how quickly we can access it, and how much we pay for it. This bill would protect the freedom of the internet for the people of Connecticut.

This proposal would pay lip service to protecting police and corrections workers without actually doing so. It is an unnecessary distraction from efforts to improve safety. Unlike crimes against other groups, there is no history of crimes against public safety employees being under-prosecuted.

We all want to live in democratic communities, and we value government accountability. When police acquire and use surveillance technology in secret, without public approval or debate, it undermines democracy, transparency, and accountability for everyone.

This bill would take steps to protect that privacy by allowing people who share a health insurance plan with others and who are authorized to consent to their own health care to keep the details of their health care private.

This bill would fill a gap in Connecticut’s anti-discrimination protections by ensuring that employers cannot discriminate against members of the civil air patrol on the basis of their service or on their absence as a result of their service in the civil air patrol.

As an organization that fights for equal opportunity for all, the ACLU-CT supports this bill, which would require the CHRO to conduct a disparity study regarding the state’s set-aside program.

Mass incarceration, combined with disenfranchisement laws, subverts participatory democracy, particularly for communities of color. Restoring the right to vote for people who are incarcerated is a key step in dismantling these harmful and discriminatory laws.

We encourage the committee to amend Senate Bill 846, An Act Concerning the Municipal Gain, the Preparation of Utility Poles and Enterprise Funds for Municipal Broadband Services to require that municipal broadband services comply with network neutrality policies and to support the amended bill.

The ACLU-CT strongly supports a free and fair voting system to uphold the foundational cornerstone of our democracy: the right to vote. We therefore support these measures, which would provide more people with the opportunity to participate in Connecticut elections.
