Senate Bill 2, An Act Concerning Social Equity and the Health, Safety and Education of Children

We strongly encourage the committee to oppose Section 20 of Senate Bill 2, although we support the increased mental health care access and fee-free early childhood interventions proposed by this bill and take no position on the remainder of Senate Bill 2.

S.B. 1112, An Act Concerning Commitment of a Person Found Not Guilty by Reason of Mental Disease or Defect

It is unfair and unjust to extend a maximum commitment by any length of time. A court cannot simply extend the length of a person’s incarceration when the person has served the maximum amount of time for the crime for which they were convicted. The ACLU-CT therefore supports this bill.
