This bill would have created a provisional pardon system with a pathway toward absolute pardons. Under this bill, the Board of Pardons and Paroles would have been able to extend provisional pardons to some individausl who were released from prison. If, after five years, an individual with a provisional pardon was not convicted of another time, he or she would have been eligible for an absolute pardon, which would have erased all of his or her criminal records.
