By law, if administered or conducted by the Connecticut State Police within the Department of Emergency Services and Public Protection, Police Officer Standards and Training Council, or local police departments, all police basic review training programs must include a course on handling incidents involving people with mental illness. This bill would have required that annual training be at least two hours long and would have mandated that training included incidents involving people with developmental disabilities. It passed the Public Safety and Security Committee and Public Health Committee but did not receive floor votes.
