H.B. 7371, An Act Concerning the Retail Sale of Cannabis

The ACLU-CT supports this bill, which would require the implementation of policies and procedures regarding the production and retail sale of marijuana to prioritize participation in the industry by people from communities that have been disproportionately harmed by marijuana prohibition.

S.B. 3, An Act Combatting Sexual Assault and Sexual Harassment

The ACLU-CT supports meaningful reform to empower people who have experienced sexual harassment and violence. While the ACLU-CT does not oppose movement to reassess Connecticut’s statutes of limitations for sexual assault, we oppose S.B. 3’s proposals to eliminate statutes of limitations altogether.

S.B. 1113, An Act Concerning the Recommendations of the Connecticut Sentencing Commission with Respect to the Sexual Offender Registry, Petitions to Terminate Parental Rights of Incarcerated Parents and Sentence Review

The Sentencing Commission’s recommendations included in Senate Bill 1113 will make the sexual offender registry more effective and fair. However, as introduced, this bill has a serious constitutional vulnerability.

S.B. 1112, An Act Concerning Commitment of a Person Found Not Guilty by Reason of Mental Disease or Defect

It is unfair and unjust to extend a maximum commitment by any length of time. A court cannot simply extend the length of a person’s incarceration when the person has served the maximum amount of time for the crime for which they were convicted. The ACLU-CT therefore supports this bill.

S.B. 1111, An Act Concerning a Study of Criminal Laws of This State

The ACLU-CT supports this bill to establish a working group to study Connecticut’s criminal laws. However, we believe the legislature should create clear mandates for what the working group should study, who should serve on the working group, and the product the working group should produce.

S.B. 1110, An Act Concerning Inmate Claims That are Filed With the Office of the Claims Commissioner

The ACLU-CT protects the rights of all people, including people who are incarcerated. We therefore support this bill, which would allow people who are incarcerated or people suing on their behalf to obtain files that relate to their claim for death or permanent injuries suffered while incarcerated.

S.B. 880, An Act Increasing Fairness and Transparency in the Criminal Justice System

Prosecutors hold people’s lives in their hands. Despite the enormous power that prosecutors wield, Connecticut residents have very little information about what they do. We support S.B. 880 to bring transparency to this part of the justice system.
